I signed up for my custom license plate early first day Arizona allowed these back in 1974, 6-character maximum. Back then personalized plates were a one-time fee, not the yearly surcharge Arizona charges to make more $$$$. My first plates were a copper-ish color though.
Arizona has over 100 different license plates available, all for an extra fee and yearly renewal, of course. Here's one:
