I watched that program and remember the scene, probably shot from a helicopter. I tried to view that program on YouTube but did not want to subscribe. But I found another similar YT program "Apollo 11 liftoff- the unseen spectators" where there's this ivory panel van TV support vehicle parked:
And a boy applying an "event" bumper sticker to a splittie: |

Watching the video it looks like the green car was supposed to turn left and the cop car was to follow. The reactions of the two drivers after the accident was probably someone f*cked up that one.  |

Movie "Abenteuer in Rio" (1964); English title "That man in Rio"-
Ivory Splittie on street on dirt embankment. Main character French actor Jean-Paul Belmondo is the man who is running.
