It's got a part number 111 301 265b.

I looked at some oval pans I've got, some early busses. and nothing I see seems to match up to this mount. Is it for a barndoor?

1960 beetle was one only frame. the horns are lower than 59 down and 61 up.they tip downwards at end the cradle bolts on.
