just acquired a new beck/arnley unit-after installing with pressure gauge connected, pulling the vacuum line there in no change in pressure- van is running 'ok' during the test

make sure that the vacuum line goes to the plenum vacuum source and not the ported vacuum. Also on many bays, the decel valve also goes to the plenum vacuum. Make sure that it is not leaking vacuum. I would pull the hose off the plenum then apply vacuum and verify that it holds vacuum. Ported vacuum goes to the distributor and EEC valve. If you have an automatic there may be other vacuum hoses too if your transmission has a vacuum regulated shift.

Ported vacuum is created when the throttle plate opens in the carb/s or throttle body. It supplies the distributors vacuum canister. So, when the engine is idling, there's no ported vacuum supplied to the vacuum canister. Only when you rev the engine does the the throttle plate open and supply the ported vacuum.
