I "think" that VW was required by US code to have strengthened, proper seat belt mounts from the factory (initially only lap belt mounts) from model year 1966 onwards. My '67 Campmobile has 'em factory installed.

There was a seat belt mount kit for Split era Buses with nice reinforced bracketry available back in the 60's that could be dealership installed (welding and touch-up paint required) and I remember seeing the VW technical bulletin somewhere on that kit, but good luck finding that kit nowadays!
