This is the assembled tow bracket. There are three parts. Two brackets fit under the front, about 27 inches apart. Each bracket has three attach points; two on the longitudinal frame and one on the transverse frame member. The crossbar is necessary in my case as I am mating the Roadmaster brackets to a Blue Ox tow bar. If you buy a Roadmaster tow bar, the crossbar would probably not be required. The crossbar may be removed by taking out the four bolts that hold it to the brackets.
(I have no financial interest in Roadmaster, it's just the only company producing tow brackets for Vanagons.)
The brackets are attached by drilling 1/2 inch holes in the frame and torquing the bolts to 60 lbs. I had to remove the ground effects spoilers on my Vanagon, but with a standard bumper this would not be required. I can tow the Vanagon behind my F250 Ford pickup or my Class A RVwithout further modification, other than the appropriate safety chains, lights and brakes. We find that the Vanagon is a most useful Toad for sightseeing once we arrive at a camping area, plus the bed gives us extra space for a guest bedroom.

That is very clever, but I suppose it could be adapted so you could utilize this gas saving hook assembly:
