On my fresh air box drains, I used a combination of compressed air first to loosen things up followed by my shop vac to suck the rest out. Then just a good steady stream of water to wash out the remainder. Perhaps a length of fuel hose attached to your vacuum to reduce the size of the vacuum hose and the compressied air to get started?

Jim Adney uses a broken speedometer cable, and I use a bike brake cable. This way you can snake the drains to get any blockages.
