Ok So I go to lower the rear of my 69, I have read the stickies on lowering. So I take of the spring plate caps and I see this.... Other pics I have seen show the notches etc... Am I missing something here.. And it seems like the plate is welded to the tube

Re-read all the stuff, and consult a manual. The spring plate, with that tube, needs to be unbolted, then lifted/raised/pulled outward. I haven't done this in years, rather difficult the first time to explain.

Yes, that is how it should be on the IRS suspension. The end cap on the torsion bar is welded to the spring plate.

You need to have the trailing arm and shock unbolted to do this. It is rather fun on 69's as they have the double spring plates, but I have done two of them and they arnt so bad, just a PITA.

There is a cap pressed into the end of the spring plates, if you were to remove it then you would see the splines. They are just covered.

I would hazard a guess that those bushings haven't seen the light of day for 35+ years. You have already done the hard work, why would you want to put the old one back in? No matter how you turn it, it's still out of round from all the banging of the torsion bar. Put a new one on the inside and outside. It's cheap.
