Can anyone tell me what this nut and bolt are for? It’s inside the lower nose brace. The bolt head is small and appears to have no provision for any type of screwdriver. Perhaps a previous owner put it there just to confuse me? Two pics to help identify location. 1970 bus. Thank you for your time.

It’s the nut and bolt to hold the pedal pan/ splash pan in place. The bolt comes from the bottom side. Is it snapped off?

Merry Christmas. If you put a little Liquid Wrench, or any other real penetrating oil on it, like PB Blaster, and drill from the top, it may spin right out.
