I picked up an old man's parts stash and in it were these Weber 40 IDF's. I'm going to be putting them on my bus with a rebuilt 1776cc motor.
On looking these over, I'm seeing some gunked up plugs that look like a previous hack.
Circled are the areas with a glue plug of some kind. Are these normal??
I'm going to be rebuilding these myself.

Out of the box? No. But it is strongly recommended that you JB Weld those plugs unless you like having them spew fuel all over your motor. Ask me I know. This will prevent them from vibrating loose and falling out. |

That's JB Weld. The original plugs are just lead plugs. You can dig it all out and peen new lead in them, or you can clean them out and tap them for small NPT plugs. Brass internal hex ones work well. JB Weld will just be re-hacking. |
