The horn on my 65 bug will not make a peep. I checked the ground connections and they look fine. Not rusty or frayed. The connection from the fuse block to the horn also looks good, but yet no sound. I put a 9 volt battery to the contacts on the horn and heard a small beep so I figured the horn was ok. Not sure where to go from here.

I've seen it more than once where the tab attaches to the bottom of the steering column stops making a good connection, and that will kill the horn circuit.

I spent a lot of time last week on mine. Did all those same voltage checks. Hooked up wires directly to the horn from the fuse block (hot) and ground, and the horn worked. Huh??
I discovered that the contact point on the back side of the horn ring was worn down so far that it didn't make contact with the column, so the circuit was never completed.
I put a drop of solder on that contact point, sanded it smooth, reinstalled and...HONK!
Nothing gives the satisfaction of diagnosing and solving an electrical problem.

This post may help if nothing else works. You didn't mention, is your car still 6V? If it is 12V I don't think this will help.
