25hp pushrod stuck

I'm trying to clean up my 25 horse and have the exhaust rod on cyl 1 stuck in the block. I've tried lubricating it, tapping it with a small socket to protect it and rotating it by hand.

I can't seem to get it out. And i don't want to damage it.

I'm sure someone has had this problem before? How should i tackle it?

It does not rotate. I think you need to open the block halves, then you can remove the guide plate and the pushrod. Then adjust clearancens between the guides and pushrods correctly.
