You could ask cru62, he did a nice job on his mat for the "Goat-el".

Clean the tear well and use Krazy glue or a similar cyanoacrylate glue from the hobby or craft store, some are formulated specifically for rubber.

This 5200 stuff is killer but takes about 4 days to cure and you can't be around its fumes. There is a Fast 5200 that cures overnight but it's only in caulking size tubes that I've been able to find. You can embed brass screen or canvas into it like original reinforcement, too.
