So I had a oil pump failure and took the engine to a builder to check it out. Of course he replaced the pump and the cam, but I question if he replaced the lifters. What will be the result if he did not? Can lifters with under 10,000 miles be reused? I thought lifters when they are flat tappets are replaced with the cam.

You can run a used cam with new lifters, but you should never put a new cam with used lifters. You may get lucky and get away with it, but it is considered bad practice. Worst case scenario is the lifters fail, the cam goes flat and the builder gets to do the job again the right way.

if you run a used cam with new lifters, do you have to break in the cam again?
