Where are you finding a Weber 40 IDE carb? I don't know of any with that number. Do you mean IDA? If so there isn't to my knowledge a 40IDA two barrel carb, but there is a (somewhat rare nowadays, and expensive) 46IDA2 and of course the ubiquitous 48IDA.
If you do mean IDA and IDF, the IDA has a different progression circuit and is more of a "race" specific carb, whereas the IDF is a more street friendly carb. There's much more to it than that, but thats sort of the basics. The IDA will flow more, but is physically larger and can be modified to behave on the street. I have limited experience with IDAs, I've rebuilt and rejetted a pair, and set them up on the car for a friend.
