Late arms into older beam ?

I'm building a beam for my scab, the beam is a 61 with fannelic bushings and the arms came out of a 65 bus. My problems is after cutting the bushing for the bearings in the newer arms they wont fit on the older beam.
What to do, should I file the arms or file the fennalic bushing in the old beam? I'm installing 65 lowered spindles in a 2 inch narrowed 61 beam.

You could remove the outer phenolics, find someone with a lathe and open up the bore to fit the later arms...about 0.010"

use one of these newer bushing and they will fit better

later arms have a metal sleeve about 2 inches long that can be knocked off fairly easily. I had to do this when puytting a CB Performance beam on my 65 panel. That may work for you.
