I wasn't able to find parts lists for each for comparison.

Are there any parts in common between the '66-'67 to earlier years? ie, column tube, shaft, etc.

I know the turn signal mechanism is different, but what about the rest of it?

My understanding is that '62-'67 use the same steering column assembly, the steering wheel itself did change but are interchangeable. The color also changed to black, I think in '66. The older '60-'61 steering column is very similar looking, but lots of parts inside are different.
