I had my motor & trans out
The trans is back in
The clutch slave pushes the the throw out bearing out at rest
Should there be a spring to pull it back?
My pedal is all the way up
Is it normal to be pushing against the pressure plate all the time?

Not quite sure what you mean. When you start and go to drive the car, does it not move at all when in gear you release the clutch pedal?

This happened to me. The throwout fork shaft sleeve was seized. By pulling the bolt in the case, I was able to force in Liquid Wrench and then fill the hole with white lithium grease and get to to be OK.

There is no external spring to pull it back.

It should not be pushing against the pressure plate, but does ride up against it. The slave cylinder when fuctioning properly "adjusts" as the disc wears.

The setup is unlike early air cooled vws that had a cable operated clutch with a return spring. Its possible that while the trans was out, the slave cylinder extended and is stuck at it's full travel. You should be able to depress the piston in the slave cylinder without too much effort.

Yes, the slave's internal spring causes it to always push against the lever which then rotates the release shaft until the release bearing rides against the spring fingers of the pressure plate.

The degree of the pushing against the pressure plate is open to discussion but the fact of constant pushing is certain IMHO unless there is a failure in the release shaft bushings in the bell housing.

If you crack the bleeder there should be little pressure in the line and the piston should not retract on its own.

My motor is still out
I can push the slave rod back up
I just thought it was pushing down kind of hard
And kind of hard to push back up

There's a torsion spring on the clutch pedal shaft that can break and it makes it harder to push and hold down the pedal. It also, while it is broken, causes constant rotation of the clutch release bearing. When I finally fixed mine the pedal got easier to hold down.
