Hey guys getting ready to finish up bodywork and shoot some paint... I noticed these tabs and what seems to be spot welds... my question is: shouldn’t that be opened for the headliner to sit inside that lip?

Those spot welds could be an indication that it's a graft and will not allow the headliner to sit properly. The reinforcement tabs are originally spot welded from the top down. The headliner is glued directly to the tabs and doesn't actually tuck in all the way.

Just get a small grinding wheel on a Dremel tool and grind them down. If they are loose after your are done grinding them off, you can use panel bonding epoxy to keep them in place. Just make sure to wipe off any excess epoxy that may spread out.
