changing title from 64 beetle to empi sportster on a 64 pan

i was wondering if anyone knew anywebsite to go to to find what all i need to do for title and licensing for a home made empi sportster look alike or if anyone actually know what all has to be done. i live in ky so i was really looking for someone that has gone through the process in ky. also what about insurance.

I don't know about KY but here in CA all of the requirements and necessary paperwork can be downloaded off the internet to retag a "special construction vehicle". Just a thought.
