Cruise control issue

Does anyone know how much vacuum the pump should create? Should it pull the throttle fully open during test? (connecting 4 and 8 on plug)

Mine doesn't, I purchased a used pump and it doesn't either.

When I take my brake bleeder vacuum pump and hook it up to the system with the same hose that the pumps connects to, it opens the throttle right up.

I have no vacuum leaks.

I called my local VW shop and spoke to a tech with 30+ years experience and he said yes. A good pump will pull the throttle all the way open.

Fortunately, the second pump I purchased did work! I hope this helps someone.
