Is this a bus wheel?

I have a new to me 69 Bay.
One side has wheels with Hubcap tabs.
the driver side has 2 wheels like the one in the picture.
Are these for a bay?
How do I attach the hubcaps. Which ones?
I have some bay hubcaps, don't fit over the protuding axle on the back
and I have a cap from my 65 split bus, It does not fit either.

nope. 66-67 Beetle. the caps that are supposed to be on the rim won't work on a bus rear axle.
