The One piece cast aluminum wheels in question were made by Superior Industries, made for and Distributed by Volkswagen of America.
They are called Volkswagen "Formula Vee" Mag Wheels. I have ones that are embossed on back that are "Volks Mag"
Superior Industries also sold these wheels through aftermarket wheel shops "back in the day" and offered a "RaRe" 5 1/2" x 15" size, which is what appears to be the photo you have posted, deeper front lip.
VW ones are 4 1/2" x 15" and offered in two finishes.
The VW Part #:
ZVW 148 603 - Silver Grey
ZVW 148 604 - Matte Black

No mention of a Turtleback?
