Smoothies: paint vs powder coat?

This is not my area of knowledge, but wondering if stock smoothies were painted or powder coated, and what is the benefit of one over the other.
(Looking to do two-tone)

Mask & rattlecan paint them with enamel. Easier to touch them up when they get scratched! Two tone always look better than any single color on steel wheels. Original paint VW steel wheels.

When I restore smoothies, I first replace all the clips, and then send them out for powder coating. Once back, I then have them painted the correct colors.
In my opinion that combination will hold up best over time.

Once they have been powder coated (black) they can be scuffed and shot with whatever colors you choose.

I don't understand why you would bother powdercoating before paint. But anyway on my wifes, I blasted them, sprayed them with a direct to metal polyester primer, sanded em, and sprayed them with base/clear. I also sprayed the back with a mouse grey.

I do it because its holds up on the backside to rocks, etc Its also how they did it from the factory, well not powder coated, but they spayed the whole rim black before adding the color. If you look at an original rim, one that the og paint is fading off the front you will see the black showing through.
