Fresh Air Control Bracket Mounting

What screws and washers are used to mount this to the dash?
The slots are pretty large so I assume stepped washers are used.

IIRC, that part is secured with screws and regular flat washers. The slots allow you to adjust so that the knobs can be centered in their respective dashboard holes.

I don't remember the fastener sizes off top of my head -- the screws might have been of the "coarse thread" variety (i.e. like a wood or sheet metal screw) -- ?? Check the mating holes, and then select screws and washers to match.

It's a sheet metal screw 6.3x13 mm and a "large" washer.
