I am trying to replace the Square Rubber Seals on the Rear Shock towers on my 67 Beetle.I have covered them in Wd40 but they won't Budge.The socket was quite hard to get on at first so I cleaned the surround with a flat screwdriver.I take it the Bolt is a 17mm?

Yes, the head of the bolt should be 17mm. WD 40 isn’t the best penetrant, I’d recommend kroil or liquid wrench.
