Bolt ID: Chrome Carriage Bolts

These bolts were included in a parts lot from a long time VW collector. They are chrome carriage bolts, 13mm nut and thread is M8 -1.25

They seem too small for bumper bolts, any idea?

The medium length and the long carriage bolts are indeed bumper bolts.

Those three little guy's? I don't recall seeing them on any of my beetles.
But I focus on 67 and later cars, up to 70.
