I've seen this many times but never in color. Adds a nice touch.
It seems that aside from the general concept of keeping right, all bets were off as far as all other traffic safety concepts are concerned. Of course, things moved quite slowly at the time, and there was little traffic, compared to today.
But what really prompted me to comment on this is that last night I was watching Top Gear's trip through India. During one part of the show, their drive on a northbound dual carriageway was much like this, but at today's speeds. Frightful. One of the presenters stated that India's traffic death rate is astoundingly high, or was at the time this show was made. No wonder.

I'm guessing the horse drawn carts didn't go up/down the steep roads in san francisco...also reminds me that my dad said he had to learn horse whip signals as part of the highway code (whereas my gran just went to the post office and bought a driving licence)
