Halmis. Please be so kind as to tell people what you are working on. Make, year, model, country of origin etc.. If you have a Brazilian Bay or Mexican Bay, we don't see many in this forum but maybe someone may know the answer.

The plastic nipple connects to the vacuum port on the intake, below carb (you have it blocked off now), and the brass nipple connects to the vacuum calsule on the air filter, the one which actuates the flap for hot air intake. But usually that valve in your picture is clogged from crankcase venting, and needs a good cleaning. Maybe with ultrasonic cleaning?
Here is a topic on that: https://www.thesamba.com/vw/forum/viewtopic.php?p=10379634&highlight=#10379634

Agreed that these valves get pretty nasty inside, and can benefit from cleaning. I don't remember where I got them now, maybe Rock Auto, but I was able to buy several new ones for almost nothing as there is little demand for them. Having hot air to the carb makes for better operation while the engine is cold and can improve gas mileage.

These valves have three positions:

1. Engine cold, the valve acts as a check valve holding the flapper cold position continuously

2. Warm engine, the valve applies manifold vacuum to the flapper pot letting the flapper open and close as the manifold vacuum varies.

3. Hot engine, the valves applies no vacuum to the pot letting the flapper stay in the hot position continuously.
