Doing a motor swap from a sand rail to a beetle. Motor is newly built, and want to get it tuned to perfection before installing it into the car. It's a mild build 1911 w/dual 40 Empi HPMX's. Can anyone make any recommendations?

Define Central Oregon. As you know, it's a pretty big state.
There may be a shop in Bend that can Dyno your engine.

As a suggestion, Reach out to German Transaxle of America in Bend, 541-382-7723.
Ask the receptionist to connect you with Ken. He may know of a Dyno shop in the area.
