VW memorabilia- Anyone remember this?

My daughter gave me this as a birthday present. She found it at an online vintage store.
Any information about this? I had never seen one before. Measures about 2 1/2 inches square.

I've seen a bunch of these on eBay and this site over the years, from various dealerships.

I believe it's a little coin tray?
