81 Westy Horn wire ID help

Hello helpful folks! 81 Westy. Can y’all help me identify what this horn wire connects to? From a connector at the bottom of the steering column, 15 inches long, bare ended. When I touch it to bare metal I sometimes get the tiniest honk. Doesn’t look long enough to reach the ground tree behind the fuse box.

This wire serves as a ground for the horn ring.
Because of the rubber couplings part of the steering column, the horn ring (in your steering wheel) is un grounded. This wire follow the column, turns with it and by-pass the rubber couplings.

If you ground the wire and press your horn, it should honk.
