One wire goes to the steering column. Not sure where second wire goes to. Looking at diagram, looks like wire goes to brake light switch terminal 81. Can anyone tell me if that is correct?

Not sure what diagram you are looking at, but I pulled up this one:

The power into the horn comes from fuse 11, a solid black wire that it goes to a 3 terminal junction block in the luggage compartment. At that block, it splits off into the black/yellow wire for the horn, while a red/yellow wire comes out of that junction block going to terminal 82a for the brake lights.

Terminal 81 wouldn't be very useful for the horn, because it only gets power when the brake lights are on.
