Might be a odometer trip meter reset cable. the Porsche 914 has a cable to a knob for such purpose, runs from back of the speedo to under the lower dash pad just above the driver right knee. it is how the trip meter is zeroed.

any VDO part number?

Per a quick interweb search, some Triumphs have such a cable as do some Corvettes, and perhaps many other cars

That is indeed a reset cable, trip odometer - not Volkswagen nor Porsche related, it’s for a Jaguar E-Type, MKII, 340 models, from 1959 - 1965.
