I've never heard of this, but is there a way to set the static timing my 1600DP while it's still on the engine stand? By using a battery and coil or something?

Is this points or electronic ignition?

If it's points, yeah that's not hard. Points are just an on off switch and you clip an ohms/continuity meter up to the condenser wire and the rim of the distributor and see when the points change from connected to open... that is the firing point.

If you don’t have a Bentley manual there are videos on YouTube that will show you how to do it as well.

be sure you're on the 'leading' edge of the distributor lobe for #1 cylinder
