Trying to diagnose a wonky horn problem, and noticed this rubber bushing was ... well, looked like this, inside the steering column tube. It clearly goes between the shaft and the tube and is NOT part of the roller bearing, and it doesn't look any of the pictures of anti-rattle bushings that I've found on-line.
What is it? Is it an OG anti rattle bushing? If so, are the new ones made of hard plastic?

You don't mention the nature of this wonkiness, but if it has to do with an intermittent or stuttering horn, check/clean the ground connection at the steering coupler. I spent a lot of time chasing horn gremlins on my '69 and the main problem ended up being a poor ground connection at the coupler.

Those are what I'm seeing in various places, but to my eyes do not look even close to the diameters and makeup of the one from my column.
