If I remember correctly if you take the oil cap off there is a large slotted fastener in there that could be loose.

That is the assembly. The tube is brazed to it.

There is supposed to be a grommet, either plastic or rubber for the tube that passes thru the crank pulley tin.

The tube could have a cracked weld at the filler top also

A 74 shouldn't have the road draft pipe. It used a larger fitting and a short elbow shaped hose to the paper filter air cleaner. The oil collected was simply returned to the engine.

I thought so too, maybe very early 74?

Unfortunately, the engine is not original and doesn't have a serial number. So i don't know the specific manufacture year.

I plugged the top opening of the filler tube where the hose is supposed to go to the carb.

i also plugged the opening on the aftermarket air filter where the hose from the filler neck is supposed to be attached.

I have tightened the filler neck! yay! Doesn't rattle!

i am ordering the seal that goes around the bottom of the breather tube where it goes through the engine and will replace it when it gets here.

Now my engine compartment doesn't have the slight oil residue AND the engine still breathes...what a concept!!

Glad to hear you solved it. Was it the large slotted fitting inside the oil fill that was loose, or was it something else?

You need to tell us more precisely. "the oil filler breather tube jiggles around and rattles" The tube is part of the oil filler. So instead of the tube rattling around it was the filler assemble. Glade you got it figured out.
