Depends on what kinda tools you have. Can you access the body damage from inside? many variables here and we need more info and or pics

Been a millright for 40 years so I have tools. no way to get behind from bottom or inside.

I would try one of those stud pullers, I don't have one but I would buy one to try. It welds a stud to your metal, you take a slide hammer and pull the dent, then you snap off the stud and grind off any residue. This way you don't drill any holes and make it worse. Those mold lines are going to make it tough.

Second option would be to drill out spot welds where available, and cut that piece out, and bend a new piece and weld it in. Spray cavity wax up in there after the weld is done so the rust doesn't show up later.

If i weld on body do you need to disconnedct both batteries ?

Some say older cars without all the electronics is OK to weld with batteries still connected. I don't want to assume the risk, so I disconnect mine.
