I have the diagram and still not sure because mine seems weird. Buying parts today and want to get free shipping so I may as well just get whatever is supposed to go here.

If you don't have a BA-6 gas heater under the bus then nothing goes there, you'll have to ask your PO what aftermarket switch might have been added, maybe fog lights?, looks too small for a cig lighter.

Why do you have two hazard switches?, and why is part of one dangling?

Here is a pic from my 76's dash. Don't mind the speedo unit and non VW things but you can see the flasher switch and Heater control switch if you open it up.
