Some of the aftermarket plugs have a 19mm hex rather than the 21mm, and do not seal well with the washer, also some plates have a crudely punched hole for the drain, largely formed concave that is tapped, this also contributes to leaking from my experience.

Before 'washers' it was a metallic O ring. Similar to single port intake to cylinder head gaskets. The 'seam' on the O ring went towards the bolt. Cool

I just did a search on the samba classifieds in the parts 58 to 67 section and there is a guy who has six of them for 10 dollars each plus shipping. Type oil drain plate in the search box if interested-good luck
