Does anybody know what this is. I'm wanting to relocate the VR ( Solid State ) to the battery compartment ( 6 to 12

Looks like a capacitor, used to filter out the electrical "noise" of the power circuit. The main effect one would notice is the radio would work better/sound clearer without a bunch of pops and hissing/whining.
