Am I crazy or is this a two piece brake drum. It looks as if the center section was cut from an old brake drum and glued to the inside of a new drum. It doesn't even look as if the adhesive is completely around. When it is flipped over, there clearly isn't any adhesive squeezing out.
How does this even meet Federal DOT standards?

It may, or it may not… let’s not assume. LED headlight bulbs don’t either, but they still sell ‘em.

The drum is formed from two pieces, a center stamping, the outer ring is cast around the stamping. that excess material is flash from the casting, a little bit of cast material that oozed onto the center stamping
that be normal, dont worry, it aint glue
See the drawing, and some photos provided above for your viewing pleasure Note the detail of the stamping to casting connection in the cross section drawing. That be what you have there.

The old VW Bug drum however is a one piece casting.
The reason the Van can use a center stamping is cause the van has a drum flange on the axle, thus one need not have to break free and undo the big honking axle nut to service the brakes, unlike on the Bug. The bug needs a thick cast center section of the drum, as there is no thick hub flange, just the drum on the Bug. The Van has a thick hub flange, to which the thin stamping is connected to, sandwiched between the hub flange and wheel, held together by the wheel lugs and nuts.
