The pull handle that is behind/beside the front drivers seat, which releases the engine lid, broke off, is there a way to manually release/open the engine cover?

In theory you should just be able to open the engine lid (you might need to put a couple fingers under the edge and pull outward as you lift, or just kind of shove the lid back and forth, manhandling it as you pull up), because the latch is tensioned by the cable into the locked position, and without that tension it's *supposed* to fail in an open position. Even then it can still get stuck on the latch which is why you need to kind of get some horizontal movement in the engine lid to free it.
However, if the cable is stuck or the latch is rusty this might not happen at all.
