Last week 3.89 in northeast Phoenix, and 2.85 in Mayer AZ, maybe 70 miles away.

Phoenix area requires a special blend of gasoline called Cleaner Burning Gasoline (CBG) due to its air quality regulations. This oxygenated blend is required year-round in Maricopa County and is formulated to burn more completely, which helps reduce air pollution in the metro area. The requirements change between summer and winter to account for different environmental conditions. However, scientifically (I'm a degreed chemist) I doubt that with 99+% of the vehicles there now having catalytic converters, that this really makes a difference.
