What I need to know is whats the scoop with body fillers ? Should the metal be primed first of applyed right over clean metal and should that be preped and what about naval jelly. thanks

Jack, It is recommended procedure to apply a light coat of Epoxy sealer on the bare metal before using your body filler. You must use Epoxy sealer, not just any ole primer.

Use a metal etching primer, ie veriprime

I believe kosmic is referring to Dupont "Variprime". It's a good idea to pick your paint manufacturer first, and then follow their procedures. BASF ( Diamont and Glasurit), Dupont, PPG, etc all have products designed as pre-coats for body filler and primer-fillers.
