I think I found the answer to why the brackets have the cut-out in the center top of the bracket. It looks like the cut-out allows the bracket to fit around the rib pressed into the bus sheet metal.
The photo below from Ratwell's site shows an OG bracket in place. You can see how the cut-out in the bracket misses the rib in the sheet metal of the fender well. It looks like this is the correct position for the bracket as it keeps the flap tight up against the body.
I think you may have your bracket/flaps a little low.

We are toying with taking this plan and making a bunch of complete sets, does anyone see a reason that there would be a problem with this, I just don't want to upset anyone, but I see a genuine need for these.

Here's how I did mine:
1/4"x1" Aluminum, to length. Angles measured, welded on at the right angle, installed.
Not original, but function is what matters here.

I bought some for a customer from CIP last month, they claim it's for 50-72 bus but most of it was 72+ style, the top bracket needed a squish in the vice to reduce the angle from 90 degrees. In the end I didn't even use the braces that went to the moustache bar, they worked (sortof) with just the filler panel mounts and did everything a mudflap should do so I guess they were almost worth the $50 to not have to fab brackets.
I still pity the mechanical retard that opens up his CIP package all excited about his saturday afternoon bus upgrade and can't make anything fit without advanced tools and skills:? _________________ Rust NEVER sleeps and stock never goes out of style.

Had not come across this old thread until someone bumped it. Glad they did and great job. Hummmmn, sounds like I may have a weekend project ahead of me. What a great thread, as has been said, thanks for sharing! Q - do these plans fit an early Bay? mine is several miles away in the body shop right now so I can't get underneath to compare.
Can anyone confirm or deny the early bay firmer of these?

i made these plans and they fit my 72 crossover, not sure if that late or early, but it shouldnt be too hard to modify them, please post results so others know in the future, _________________ '72 westie

If by firmer you really mean fitment I don't see why it wouldn't, the rear wheelwell closeout is the same (that's where the late ones attach), the only difference is where for the brace bar attaches to the moustache bar mount, nothing a little bracket tweaking couldn't fix. _________________ Rust NEVER sleeps and stock never goes out of style.
