Isolated and flipped over it looks like it once had an arm or stiff cable going to the steering lever? If so it might have been a home made dampener. It looks like you could turn the knob and adjust the dampening.

Any closer pictures of and around it? From a distance it looks like a powered pulley but if it is, why? Homemade power steering haha? Does it have wires? |

Sure looks nice enough to simply clean it up, reseal the windows and drive it in dryer weather for now!
How bad is the frame work?
