Yes, the last three letters look like ULA
And then I saw Peninsula listed in the Dealer Listings under Washington on TS

My bus was wearing this plate and plate frame in 1970
Does it mean it may have been sold as a used car by Peninsula?
I have no history for the bus 1955-1970.

And this license number may have been on the bus since 63?
As the plate is the 63/64 ‘WASH 63’ version

And as the plate frame is the later smaller style, the bus was unlikely to have been sold new by Peninsula?
