Nap hat and partial lower frame head replacement question.

I'm getting close to cutting and installing the Nap hat, and a section of the lower frame head in my 75 Super convertible. I'm wondering what tool you guys are using to make the many holes that need to be put into those parts before they can be welded in place. I'm ordering an air powered hole punch that should easily go through the edge of the floor pans, but the structural parts are 13 gauge, and I can't seem to find an air tool that will penetrate such thick metal. Do you just tough it out and drill each hole? Or is there some other tool (air or otherwise) I could buy? Thanks for any help.

The punch and flanging tool that Harbor Freight has will pop through those panels. But I fount the hole to be too small for the thicker panels and I ended up drilling all the holes.
