did you call your local glass companies?
At least here in Pittsburgh I had no less then 10 places telling me they had a vanagon windshield in their warehouse. When I asked each of them if they had a windshield WITHOUT the tint strip at the top, it quickly became apparent all ten of these companies just had one listed in a distribution warehouse, didn't see it in person, etc etc etc- they all just pedal the same ones.
Then I called safelight- safelight actually manufactures this windshield themselves, and were able to bring one in to the local hub with no tint strip, inspect it themselves, and assure me it was untinted. I did have to pay basic installation just to take the windshield (and not use the installation- as they don't sell windshields outright, and I wasn't ready for install yet).
It worked out.
Anyways- at least out here, those windshields are widely available new, especially if you don't mind the tint strip.
Call your local glass companies- I bet they'll have no trouble sourcing one.
No, the vanagon specific vendors do not sell windshields.

I wrote a bunch of shops on yelp. Many were able to find them.
